Whether a CCTV camera is always on depends on the type of camera, the use to which it is put to, and the age of the surveillance system. Most modern CCTV systems have cameras that are motion-activated – meaning they start recording as something in their field of view makes a movement.

The absence of a red light on a CCTV camera does not necessarily indicate that the camera is not working. Some CCTV cameras do not have a red light to indicate that they are recording, while others may have a red light that is not lit when the camera is not in use.
The CCTV camera red light could be a status LED light or the red light of IR illuminators in cameras with night vision functionality. It could also be an indication that the camera is recording or that the motion detection function is activated, or it could just be a fake red light to help deter crime.

Can CCTV Cameras Pick Up and Record Sound? In short, yes, they can. Blinking Red Lights
A fake camera doesn't do any good if people don't know it is there after all. Manufacturers are also under the impression that people will believe the camera is real if there is a blinking red light. In reality, almost no real security cameras have blinking red lights.
Security cameras commonly use 12 volts of power to provide video, so they need adapters to ensure they are receiving that level of power. These transformer components degrade over time and can cause something that appears as blinking or flashing on your screens.
