Shazam wasn't the only Wizard guarding the Rock of Eternity. He told Billy that there were seven of them, and that the others were killed over the years by the Seven Deadly Sins. This explains why there are seven thrones at the Rock of Eternity. Each throne is meant for a different Wizard.
Each member of this version of the Shazam Family shares their power equally with the others, so if the six members are transformed at once, each of them gets only a fraction of the power level.
Another deleted scene included a conversation where Shazam is speaking with the Sins about how they killed the other members of the Council, In the final film, Shazam mentions that the Wizards were slain by the Seven Sins.
Z: Zeus (Power)

In short, Black Adam should be Shazam's equal, but some of his powers are beyond Billy Batson's abilities. Black Adam also has allies that help him overcome entire squads of superheroes. Then, Black Adam has a lot of combat experience, while Shazam is, in fact, a child.
Later, his history was retconned with a different origin, revealing himself to be the Aboriginal (Kunwinjku) deity, Mamaragan, whose songlines led him to a seat on the Council of Eternity, where he adopted the title "Wizard" and later Shazam.
Billy Batson, AKA Shazam himself, dominated our poll, getting 82% of the vote by the time we spoke to the cast. That's probably not too shocking though, considering he's the title character. So really, the big race was to see who fans felt could end up as the second most powerful member of the family after Billy.
With Billy and his siblings making up six of Earth's champions, the seventh missing hero was hinted at in the first film, before being fully revealed as Dwayne Johnson's Teth-Adam/Black Adam in the 2022 movie of the same name.

It may seem strange, but despite his reliance on lightning for his power, Billy is highly susceptible to electricity. This means that if he is hit with a powerful enough blast of electricity, Shazam will be transformed back into Billy Batson.

Similarly, Black Adam has a weakness to the mineral known as Eternium. A single missile made of Eternium proved to be enough to knock Black Adam unconscious for hours. In Black Adam, the Intergang used Eternium not just in their weapons, but also for their hover cycles.
