The Govt of India took the decision to introduce the emergency number 112, so that people travelling in other States/UTs don't need to know all local emergency numbers. The emergency number 112 is easy to remember and moreover it is the only emergency you need to remember in India.
No you cannot. 911 is a strictly local facility. When 911 is called from a land line telephone in the US specific things happen which route that call to the appropriate 911 center. All landline phones are connected to an end office.
911. You cannot call 911. This number is used by emergency services in the United States and can't be used to call emergency services in Australia.

102 Ambulance Services
The 102 is an emergency number for ambulances in India, also known as the National Ambulance Service of India. This is free of cost 24/7 service working to transport patients to the nearest healthcare facilities.
