Most of the time the area spawns the Icefall Caves, however 30% of the time, the Caverns of Frost will appear. There is a chance that a rare, purple-named mini-boss named Chiltara (A unique Wintersbane Huntress) will spawn within the cave.
Chiltara, The Vile Frost Stalker, is a randomly spawned Unique female Wintersbane Huntress in the Caverns of Frost in Act III of Diablo III which are located in the Fields of Slaughter.
Chiltara does not always spawn, so you may need to clear the dungeon several times. When she spawns, she has a rare chance to drop the Gibbering Gemstone. The item will be account bound as soon as it drops. There is also a bounty quest to kill Chiltara, which may make finding the Huntress easier.
just wanted to detail my approach for getting the gibbering gemstone you need to craft the staff of herding, which will grant you access to whimsyshire. it's one of the more annoying items to farm and my estimate is that you have a 1.25% chance to get it with each try.
What difficulty level are you farming it on? Keep in mind that a while back, Blizz made all mats, including Gibbering Gemstone, a higher droprate on higher torment levels. So if you are speed running normal, or even low torments for it, you should just instead do T16 runs for it.
Torment XIII requires GR 60. Torment XIV requires GR 65. Torment XV requires GR 70. Torment XVI requires GR 75.
The Black Mushroom is a reagent for the Staff of Herding which grants you access to the secret level Whimsyshire. This item is found in the Cathedral Level 1 in Act I. It doesn't always spawn but if you want to farm for it, take the Waypoint to Cathedral Level 1. Simply explore that level, rinse and repeat.
Put the Staff of Herding in your inventory (it's not necessary to equip it). Note that the staff is permanent and it is not consumed; in fact, you can replay the Whimsyshire level as many times as you like.

It's faster than to level some gems xD. Yes… if you run campaign mode to the middle of Act III you can repeat the chapter where the gem appears over and over. If you get Caverns of Frost it will always spawn a Chilltara with the same low chance of dropping the Gibbering Gemstone.
The Plans: Staff of Herding are a required ingredient to craft the Staff of Herding, which is used to gain access to Whimsyshire. The plans are dropped randomly by Izual on Act 4: Prime Evil (on any difficulty level). Head to The Crystal Colonnade and find your way to the Gateway to the Silver Spire.

It's a temporary glitch. Occasionally seems to happen when exiting a game to the menus. Close the client and re-launch it and you'll be able to start / join games again.
I used mine about 20-30 times to to open Whimsyshire to farm the Spectrum xmog before sacrificing it at the Altar. It is never supposed to be consumed by anything other than the altar. You can't even drop it on the ground or salvage it.

You will unlock the first tiers by completing Nephalem Rifts on certain difficulty levels. On top of that and further along all the way to GR150 (which is the cap) you unlock new tiers by completing the Greater Rifts.
