In the case where your ETA can't be processed without further information: You'll need to apply for another type of visa. If you decide to reapply for your Australian ETA, the outcome will most probably be the same. Therefore, applying for a different kind of visa that suits your needs is the best option.
The ETA allows eligible non-citizens to travel as many times as you want, for up to one year (or life of the passport - whichever is shorter), and stay up to three months for each visit, provided you are pursuing tourism or business visitor activity.
