Depending on what season you go to Disney World, you'll want either shorts or comfortable stretchy jeans/pants. Black leggings are a great go-to for comfort and durability. During the summer months, always opt for shorter bottoms. A note: You do not have to wear only pants/shorts to Disney world!
You really can never go wrong with yoga pants, especially if you're making the trip to Disneyland. You'll be prepared for anything and can run around all day and night.

so the excessive showing of skin. is definitely up to disney's discretion. they're not specifying. and that's for a reason. it's really up to cast members to decide.
In your case, a long skirt, that is not part of a costume and does not actually reach or drag on the ground should be fine. You may want to keep the skirt no longer than shin length, otherwise you may find it difficult to enter and exit the various cars and boats used on the attractions.
I'm very happy to report that I have seen girls of all ages wearing Princess dresses throughout the Walt Disney World Resort. In fact, they are encouraged to do so! All children under 14 years of age are more than welcome to enter the parks wearing full costumes to channel their favorite Disney characters.
Leggings or joggers, or another pair of soft, flexible pants are a great choice for amusement parks. And if there are water rides, you'll be grateful to not have jeans when you get soaked!
Can you wear a sports bra at Disney? Disney reserves the right to bar anyone from the park it deems to be wearing improper attire. Therefore, cast members may prevent you from accessing the grounds if you wear a sports bra, crop top, or similar item.
All Disney theme park guests are required to wear shirts and shoes at all times. Swimsuit tops are allowed when worn with other appropriate clothing. Disney's Blizzard Beach and Typhoon Lagoon have other criteria in place which may vary from the general appearance guidelines.
At the end of the day, there is no right or wrong way to wear leggings. If it looks and feels right for you, then that should be enough. But if you want your leggings to take the place of your regular trousers, they can do that as well—as long as you know what you're doing.

On the other side of things, really short skirts and dresses aren't a good idea either! They'll definitely be cooler as far as temperature goes, but you might spend all day tugging them down while you're walking around. Beware of short skirts!
Several young women have been dress-coded in the parks and told they either need to change or leave the park. The first time this happened, Disney provided the individual with the opportunity to get a free shirt.
Can I do this in the Disney World theme parks? You are welcome to breastfeed your baby anywhere you feel comfortable at Walt Disney World.
Bring a Change of Clothes For Each Person into Disneyland
If your hotel room is very close you could run back there to change if you wish. Especially in the hotter months when you might be sweaty, it's best to pack in at least a second shirt.
When Guests are already in the Park, and Cast Members determine that their outfit crosses the line, Guests will typically be given a voucher to replace whatever piece of clothing was “breaking” the rules.
Luckily you can wear Crocs to the Walt Disney World theme parks, as there are no restrictions stating otherwise. However, you'll want to ensure that you personally find wearing Crocs comfortable when walking upwards of 10,000 steps daily before committing to wearing them at the parks.
