Unlike Shoto's quirk, Toya can release both ice and flame from every part of his body and with greater power. Those undamaged body parts are the places where his ice quirk managed to protect from the fire. Toya's fixation on Endeavor might be one of the factors that prevent his ice quirk from manifiesting early too.
Dabi now possesses the power to manipulate both fire as well as ice, just like Shoto.
Cold Resistance: Dabi is resistant to extreme cold or ice-based attacks, a trait he inherited from his mother. This impermeability gave Dabi an advantage during his fights with Geten and Shoto.

Was it ever explained why doesn't Dabi overheat at all? We know that his body doesn't have high fire resistance and that he can't feel pain so he can keep burning himself to crisp and keep going. But he doesn't have any ice abilities(that we know of) other than cold resistance to cool himself off.
Going berserk, Dabi unleashes the full power of his Quirk, and mainstays of blazes rise up out of the ground, heading right towards Shoto. The heat from the flames is so intense that they even manage to burn Shoto, but Burnin, Kido, and Onima jump forward and use their Quirks to protect Shoto.
During one of his manga fights, he reveals that his burns have actually destroyed his tear ducts, rendering him permanently unable to cry.

1 Heaven-Piercing Ice Wall
Heaven-Piercing Ice Wall is hands down Todoroki's strongest and best move for a variety of reasons. With the core of his strength residing in the ice side of his dual powers, it'd make sense that his control of both the scale and direction of his ice would be phenomenal.
Shoto Todoroki simply possesses that minor bit of genetics that causes his eyes to possess two differing pigments, in this case blue and grey. It has nothing to do with him being burned as a child or any sort of 'half-blindness'. It's just genetics.
Dabi's reveal and reunion with Shoto and Endeavor is nothing short of heartbreaking, with the latter two reeling with horror and grief. During their subsequent fight, Dabi wraps his arms around Shoto in a mocking imitation of a hug, intending to burn him.
Currently, Dabi and Shoto share an ambiguous relationship, although Shoto still appears to slightly remember him through his memories.
