If you've been blocked, you won't be allowed to follow the person. Even if you try to tap on the follow option, nothing happens. No matter how many times you tap on the follow button, if will revert to the follow option. That's all it takes to know for sure whether someone has blocked you or not.
If you are blocked, then you won't be able to follow them at all. A quick tap of the “Follow” button won't go through, and you will continue to see that button without being able to press it.
If you think someone blocked you, start out by searching for their profile in the app. If their profile comes up, you're not blocked. If you no longer follow them, but their profile came up they could have not blocked you, but removed you as a follower.
If the account is private and you can't find it, you've probably been blocked. If the account is public, and when visiting their page you can't see their profile image, post count, follower count, or following count, and the photo grid area reads "No Posts Yet," you have been blocked.
After you block someone, their likes and comments will be removed from your photos and videos. Unblocking someone won't restore their previous likes and comments. People that you block can still see your likes and comments on posts that were shared by public accounts or accounts they follow.

When you block an account, you automatically unfollow that account. If you've decided to unblock someone and you want to actively start seeing their posts again, you'll need to head back to their profile and follow them again.

If someone blocks you and then changes their profile picture, you won't see the new profile picture - you'll always see whatever the image was when you got blocked. This means that there isn't a definite way to tell if they're updating their profile picture.
Limited Visibility. In some cases, even if you're blocked by someone, you may still be able to see their comments or likes on other public accounts. However, you won't be able to interact with their content or view their profile directly.
