Carnage does have more abilities, but was like a rampaging kid and Venom ate it to kill it. Riot was cunning, and was even able to rip Venom from Brock and would have eaten him if Brock didn't rebond with it.
Furthermore, Riot was more equipped for battle and proved to be stronger than Venom every step of the way. It wasn't until Eddie Brock and his symbiote combined their willpower to trick Riot that they secured their victory.
Toxin has the same powers and abilities as Venom and Carnage, but is stronger than both combined. In addition, he has a toxic bite, limitless healing abilities, can double in size and is immune to Spider-Man's webs and Spider-sense.
Before that though, he describes Riot as the most brutal and strongest symbiote, and there's plenty of evidence to support this claim in both the comic books and the 2018 movie.
