The last members of the Order of the Sith Lords founded by Bane, Darth Sidious and his successive apprentices Darth Maul, Darth Tyranus and Darth Vader, were all capable of speaking Sith fluently.
To my knowledge, Vader never used Sith Alchemy. According to the Imperial database, Darth Vader only mastered all 7 forms of lightsaber combat.
By the time Anakin came along, the concept of the Sith as a dark-focused force user was relatively unknown even within the Jedi Order. The bulk of the Empire knew Vader was a scary guy that was best avoided. Most likely, they tried not to think about him at all.
14 Darth Sidious

Regardless, Vader reported to Tarkin as Tarkin officially outranked him, as designed by the Emperor to limit his power within the Empire.
Darth Sidious
Darth Sidious is easily the most powerful Sith to ever live. He was able to almost single-handedly start a war, take control of the Senate, convert countless people including Anakin Skywalker to the dark side, overthrow the Jedi, and become emperor of the Galactic Empire.
#1 – Yoda. Yoda is widely considered to be the greatest Jedi of all time, and with good reason. He is a master of the Force, a skilled warrior, and has an unmatched wisdom that comes from centuries of experience.

Aside from agility and telekinesis, Yoda could absorb and redirect Force attacks, like lightning. Because of his higher understanding, he would easily overcome Darth Vader in a fight, though that doesn't mean it wouldn't be a difficult battle.
Yoda still stands as one of the most powerful characters in Star Wars, yet even he couldn't defeat Palpatine. After their battle in Revenge of the Sith, Yoda felt beaten and fled into exile on Dagobah, where he hid away for 19 years.
