It's sad to think that the canon ending was Chloe's sacrifice, but LIS isn't known for having happy endings (even though LIS 3 came close, in my opinion). This is not a discussion of which is the best ending. It's my realization that the canonical ending is Sacrifice Chloe!.
Soon after the accident, Max moved to Seattle with her parents, leaving her best friend and her old life behind. The two fell out of touch, especially after Chloe's mother Joyce Price remarried. Five years later, Max is granted a scholarship for Blackwell Academy - a school of arts and sciences.
In the end, after realizing what this reality does to Chloe, she decides to reverse her decision. In the final moment of the game, Max can choose to go all the way back to when Nathan shot her, and instead of rewinding time to save her, she can idly hide in the bathroom while Chloe tragically dies.
Max taking his powers back and learning how to control the blue flame at Tezca's instruction gives Max control over his powers and the chance to embrace his capabilities.
Rachel didn't have powers until she met Chloe, that we know of. And Max didn't have powers until Chloe was shot in front of her.
After the storm
The story proper picks up nearly a year after the events of the final episode of Life is Strange, and answers one of the biggest questions of that ending: where do Max and Chloe go from here? As it turns out, they went home. Or more specifically to Max's home - Seattle.
Jefferson was the only other character who is hinted to know about Max's powers throughout the game.

Max agrees and will, if you kissed Chloe earlier, mention that Chloe would probably want her to kiss her again.
In Life Is Strange 2 (2018), Max is mentioned by David while he is talking to Sean Diaz, the main protagonist of the game, if Arcadia Bay was sacrificed in the first game. She is also seen in a photograph kept in David's trailer, which shows both her and Chloe sometime after 2013.
Max has the option to kiss Chloe, if she does this then the two of them will begin to develop a more romantic relationship and if not then it will continue as a platonic friendship. This may not be the most dramatic option be it had a huge impact on the audience.
When popular girl Rachel Amber goes missing, her absence sets the story — about a teenage girl named Max who can rewind time and her best friend Chloe, who is in love with Rachel — in motion. In the end, you learn that Rachel can't be saved, and Chloe may be doomed as well, depending on how you play.
Verdict. While the game doesn't confirm that Max's power is the cause of the tornado, it strongly hints at it. Therefore, it's fair to assume that the storm was the protagonist's fault. The early premonition does add a slither of doubt, but that could be more of a plot hole than anything.

The reason that Eleven couldn't find Max is actually pretty simple -- Max had already died. That means her soul had already been absorbed into Vecna's consciousness. So, while Eleven restarted Max's heart and brought her body back to life, she was trapped inside of Vecna's hive mind.
After serving as bait for Vecna, she becomes his “final sacrifice,” getting her bones broken and losing her vision during a low point.
The fan-favorite character ended the season in a coma with her bones broken and eyes blinded at the hands of Vecna.
This is the most important choice in Life is Strange, but the only correct option is to pick whichever ending players feel is right. Although sacrificing the whole of Arcadia Bay just for Chloe might seem like the "bad" ending, Episode 5 makes a compelling case for why both options are viable.
Players can either jump in the water and swim, or they can choose to Stay. To keep Max alive, do NOT jump in the water. Walking through the forest guarantees Max's survival. If he tries to swim, he'll get his throat ripped out by Caleb, making all that effort in keeping him alive through other characters for nothing.
Did he survive the fight? The good news is he does. He's completely cured during the series. In fact, his cancer comes up in the final two episodes of the series.
You get to choose whether to kiss, hug, or simply leave him to enter the picture. Of course, if you're looking for romance, it's not one of the hardest decisions in the game. You should definitely kiss the man.
