In it, Jar Jar is neither a clueless dupe nor a sinister mastermind, but a literal puppet of Palpatine's, who uses his Force abilities to control the Gungan's mind at key times. It's an elegant way of making Binks a more active Sith pawn without stretching plausibility the way that making him a Sith Lord does.
The most agreed upon theory, started by Reddit user Lumparoo in 2016, is that Jar-Jar is a powerful Force-user conspiring with Darth Sidious. In addition to this, some believe he either trained, or was supposed to become Supreme Leader Snoke, or that he is a reincarnation of Darth Plagueis.
George Lucas has reportedly stated that Jar Jar Binks was originally intended to be an undercover Sith Lord, but the Force user theory has been tossed back and forth between Lucasfilm and fans. While there are only ever two Siths, Jar Jar could have been the third hiding in Palpatine's shadow.
The driving force behind the Darth Jar Jar theory is that Binks was so absurdly clumsy and inept that it borders on an act. It would be the perfect cover-up for a Sith apprentice who wanted to infiltrate the Republic, since he'd be the last person anyone would consider as the culprit.
However, some are so obvious, it's almost proves he's a Sith Lord. When he is busy granting powers to Palpatine, he does it because he is aligned with Palpatine. He's clearly gaining his additional power. If Palpatine is the puppet master, Jar Jar is the puppet master's manager.

On the eve of the First Battle of Geonosis in 22 BBY, Junior Representative Jar Jar Binks convinced the Senate to increase the scope of the Chancellor's emergency powers because of the apparent threat of the Confederacy of Independent Systems.
