In The Godfather Part II, Frank Pentangeli is portrayed as having been one of godfather
Michael did not try to kill Frank Pentangeli, it was Rosatto Brothers who had the orders from Hyman Roth. Hyman Roth wanted revenge for the assassination of his protege Moe Green, and wanted to get rid of his biggest competitor, or 'partner' as he called it.
After Clemenza's death, Pentangeli took over the Clemenza regime, and headed the Corleone family's operations in New York while Michael and Fredo Corleone were in Las Vegas. He also moved into the old Corleone estate on Long Island.
Of course, it is at this moment that Michael realizes it was Fredo who betrayed him to Hyman Roth, as in the previous scene Fredo pretended to have just met Johnny. However, there is much more going on in this exchange than simply calling back to Fredo's response to Johnny in the previous scene.
Michael brought Frank Pentangeli's older brother Vincenzo (Salvatore Po) from Sicily. It showed to Frank that his testimony to the Committee would be heard by his brother and family, disgracing him and his family. Thus, he changed his story, refusing not only to implicate Michael, but anyone.
Roth secretly plans to assassinate Michael, partly to avenge Moe Greene's murder (as depicted in The Godfather).
After telling Michael that he has never met Ola, Fredo later carelessly tells Geary that he had been to a nightclub with Ola. Michael overhears the conversation and realizes that Fredo betrayed him to Roth.
Paulie has seemingly betrayed Vito—and thus the family—by selling him out. In The Godfather, this kind of betrayal is the worst of all sins. We see the matter discussed, in the Corleone family office, just before the viewer spends time in front of Clemenza's cozy abode.
No one was more loyal to the Corleone Crime Family than the first capo, Clemenza. Among his most iconic scenes was when he had the traitor Paulie executed and when he trained Michael on how to whack Sollozzo and McCluskey. Clemenza was likable because he carried with him all the old school mob tropes.
Clemenza took Paulie's betrayal personally, having shepherded Paulie's rise through the family over the heads of more experienced and loyal soldiers.
This cold intelligence and calculating ruthlessness would be inherited by Vito's youngest and favorite son, Michael, who would be the one to take vengeance for his older brother's murder.

Clemenza does not appear in the present timeline of the film due to a disagreement between Castellano and Paramount Pictures over the character's dialogue and the amount of weight Castellano was expected to gain for the part.
Originally Answered: Why did the Corleone family bring Mike Pantangeli's brother to the hearing in Godfather II? The Corleone family brought Frankie's brother over for a few reasons: embarrass him and also to provide a thinly-veiled threat to either his brother or Frankie's family which lived back in Sicily.
In The Godfather II, Vito Corleone chooses his younger son, Michael, instead of his older son, Fredo, as his successor. This decision is based on Michael's intelligence and ability. Fredo, who is considered weak, is dismissed to do more menial tasks for the family.
In the Godfather Part II, do most people believe Fredo drew the curtains in Michael and Kay's bedroom, the night of the assassination attempt in Lake Tahoe? Fredo Corleone told his brother Michael that he didn't know it was going to be a hit.
Hyman Roth gave the order, Fredo Corleone opened the curtains, and Rocco Lampone let the hit men into the compound, either intentionally or by lack of proper security oversight. How did Michael Corleone know that Hyman Roth was responsible for the attempted assassination of Michael in Godfather 2?
Described as the child Italian parents prayed to the saints for, Fredo was the weakest and least intelligent of the Corleone brothers; his own brother, Michael, dismissed him as weak and stupid.
Michael: He Was More Ruthless
He also ordered the killing of the heads of the other five New York crime families on the same day. To top that, he killed his brother Fredo and his brother in law Carlo despite his sister begging him not to do so.
Nobody other than Francis Ford Coppola wanted Al Pacino to play Micheal Corleone in The Godfather. Paramount was set on a star like Robert Redford, Dustin Hoffman, or Jack Nicholson, with Nicholson even getting an offer for the part. However, Nicholson turned down the role.
Having Paulie brought to the Corleone compound Sonny Corleone deduced that Gatto had sold out his father. Sonny ordered Clemenza to have Gatto killed as soon as possible, saying he did not want to see Gatto again.
Another popular anecdote floating around for years is that Sirico agreed to do the series as long as Paulie never became a “rat,” aka government informant, as the actor had a criminal past and took the issue seriously. It seems that is most likely accurate, as Schirripa noted that Sirico said, “I'll never play a rat.”
Clemenza had already selected Rocco as his new protégé. While out in the countryside, Clemenza asked Paulie to pull over so he could "take a leak". While he was doing so, Rocco executed Paulie with three shots to the head.
The kiss is known as "Il bacio della morte," meaning "the kiss of death." In this instance, it was to signify to Fredo that he was marked for death for betraying his brother to Hyman Roth (Lee Strasberg) and his right-hand man Johnny Ola (Dominic Chianese) in The Godfather Part II.
1974 The Godfather Part II produced, directed, and co-written (with Mario Puzo) by Francis Ford Coppola, Michael Corleone gives his brother Fredo Corleone the kiss of death after he discovers Fredo's betrayal.
