Yes, he did. Judging by Alicent's expression, she didn't know about the Prince That Was Promised prophecy, and I don't think that Viserys told her, or else she would've known what he was talking about. Only Rhaenyra knew about this prophesy since he told her beforehand years ago when she was a teenager.
He Mistakes Alicent For Rhaenyra

Viserys very clearly refers to his daughter Rhaenyra as “my only child”.

In the books that the TV series is based on, Viserys did not react well to the news that Rhaenyra and Daemon were married. He notably, though, did not disinherit Rhaenyra, which suggests as distasteful as he might have found their union, he did not see it as an abomination nor an obstacle to ruling the Seven Kingdoms.
