The Black Flash has been one of the few villains to have crossed between CW shows. His first appearance was is in The Flash season two finale, where the Time Wraiths dragged Hunter Zolomon into the Speed Force, transforming him into the Black Flash.
Let's clear out some points here: Zoom has blue lighting only after consuming Velocity drug which enhanced his speed. Before taking velocity he also had yellow lighting same as Barry.

Importantly, two men have “become” Black Flash: Barry Allen (in The Flash: Rebirth) and Eobard Thawne, aka Reverse-Flash, who was turned into Black Flash upon acquiring the zombie Black Lantern ring during the events of Blackest Night.

However, taking all things we know into account, Flash would win a typical race against Sonic the Hedgehog and come out as the faster of the two.
Wally wasn't faster than Black Flash. He simply ran until Black Flash's purpose was no longer relevant. In a world without time, there is no need for death. As such, Black Flash simply stopped chasing Wally.
When Barry got his Tachyon device, he was running faster than Zoom, who was over 4x faster than Barry's fastest ever speed. Which is obviously faster than we've seen Reverse-Flash. But Barry was never able to catch Eobard when he was running (excluding his past self) so we've never seen Reverse-Flash at top speed.
The original “man in the yellow suit” was Eobard Thawne, who became Professor Zoom, the Reverse-Flash. Thawne was a man from the future who got himself some super speed and a snazzy suit (don't ask how, just go with it) and became obsessed with Barry Allen and came back in time to bedevil him.
