In general, dogs do not feel guilty after they bite. They may cower, lower their heads down tails between their legs. All these are learned behaviors in response to an act and not guilt.

In short, yes, dogs can get their feelings hurt. You are your dog's whole world. They love you and want to earn your praise. However, when you engage in any of the above neglectful or shame-ridden behaviors with your dog, it has a negative impact on them.
Can Dogs Hold Grudges? Professional dog trainer and behaviorist Sally Grottini told Newsweek: "Dogs do not hold grudges because they don't understand what a grudge is. Humans, however, put what the human brain thinks [a grudge is] and attribute that to their dog's behavior."
This is well-intended but incomplete advice – if you only ignore the behavior, your dog will probably never learn to stop barking, jumping, or pulling. Just ignoring unwanted dog behaviors misses an important piece of teaching your dog what TO do instead. Dogs learn by association.
