When you've been blocked on WhatsApp, the person's current display picture will remain the same, even if they change it in the future. Therefore, if someone's profile photo never changes, you may have been blocked. Caveat: Sometimes, people remove their photo or do not update it.
You or the user changed your privacy settings for last seen and online or profile photo. You and the user both need to resync your contacts. You're blocked by the contact.
If you block a person on WhatsApp, you can still see the contact's profile photo. However, the blocked contact won't be able to see your profile photo.

The reason you can see their picture is because you're not blocked by them. As long as you're not blocked by them and their profile picture status is set to “everyone” instead of 'only my contacts' you can see their picture. As you've blocked them they cannot see your profile picture nor text or call you.
If you see the profile and the number of posts this person has shared, but the posts don't show up in the display area, that means they have manually prevented you from seeing their photos. If the profile doesn't appear at all after a search, this means that the account has either been deactivated or deleted.
Ask a close friend to search for an account that you feel is deactivated. If they cannot find it, you can tell that the account has been deactivated or deleted. However, if the account is visible to everyone else, it probably means that you have been blocked on Instagram.
WhatsApp's block feature allows you to block or unblock someone. If someone doesn't want to receive your message anymore, he or she can easily block you. Though WhatsApp provides block/unblock facilities, it doesn't send any message to any person notifying that he or she has been blocked by someone.
Once you have been blocked, you will no longer be able to see the profile picture of the person.

WhatsApp does not show how many times you viewed a status. If someone on your contact list posts something on their WhatsApp status, you can view it as many times as you want. They will only see that you have viewed their status, but WhatsApp does not reveal the number of times you did.
People aren't notified when you block them. After you block someone, their likes and comments will be removed from your photos and videos.
When someone unfriends you or blocks you, you can't see them in your friend list. On the other hand, when someone unfriends you, you can see their profile with an "add friend" option. But, when they block you, you cannot access the page and it will show "Sorry, this content can't be reached right now".
Make sure you have read receipts enabled.
If you aren't seeing views even though you know that people are viewing your status, you probably need to enable read receipts. The person viewing your status must also have read receipts enabled on their end in order for you to know if they have viewed your status as well.
