No, he seems to love his son and to be easily manipulated by him. But at the same time there's a level on which his love is conditional - he's very hot on Draco getting top marks in class all the time - and I get the impression that he doesn't have much respect for Draco's opinions.
Throughout their entire interaction, Lucius does nothing but bully Draco and order him around. The first thing we hear Lucius say is, “Touch nothing, Draco” (CoS 15). He then tells Draco he's going to buy him a racing broom, even though it's clear that Draco would prefer to get a different present.
That scene in Chamber of Secrets and Goblet of Fire where he grabbed/hit Draco with his cane was a movie addition and wasn't present in the books. Draco says, many times throughout the series: “My father will hear about this”. He often receives sweets and gifts from home as well.
Lucius Malfoy may be one of the Dark Lord Voldemort's Death Eaters, but that doesn't have to mean he's a bad father or that he was cruel and had hurt/abused his wife, Narcissa Black Malfoy, and son, Draco Malfoy. He's definitely an awesome and loving father.
In the books Draco shows zero signs of abuse, he never shows fear towards his parents, never seems to hide anything from them, and speaks of them with great respect. He also whines too them about Harry, so much so that Lucius is a bit exasperated with it, and he even talks back to Lucius.

During the events of the play, Draco slowly made amends with Harry and his friends as they all embarked on a journey to save their sons from Voldemort's daughter Delphini, demonstrating his slow, but gradual acknowledgement of Harry as a friend and his outright denouncement of his Death Eater past.
Lucius Malfoy did nothing to dispel this hateful impression and was a fully signed up supporter of pure-blood supremacy. In fact, he was in Lord Voldemort's closest circle as a Death Eater. Malfoy is far crueler and snobbish than his son, believing in blood purity and wizarding supremacy. Lucius is a genuinely dangerous presence in Chamber of Secrets; he even tries to kill Harry in the Hogwarts hallway.

If money is power, Lucius Malfoy is the most powerful man in the Wizarding World. Unfortunately, as the later books show us, money is in fact not power and Lucius suffers immensely despite his ludicrous wealth. Lucius ends up such a weak Death Eater, he has his wand stripped from him.
By the Battle of Hogwarts, Lucius abandoned his loyalty to Voldemort to protect his family, and was pardoned for his crimes due to his last-minute defection.
It perhaps goes without saying, but Draco clearly loves his mother more than he does his father. While he does respect the latter, there isn't the same warmth as there is with Narcissa. Can you blame him? Lucius simply isn't kind enough to Draco, constantly forcing him to life how he would live.

Lucius lead the mission for the prophecy at the end of Order of the Phoenix. When that mission failed, Voldemort's return was exposed to the magical world. Voldemort had wanted his return to remain secret, so as to have less opposition. The Dark Lord blamed Lucius for the mission's failure.
Lucius Malfoy is one of the only Death Eaters to go through an actual character arc in the series. During this arc, we see him fall from Lord Voldemort's favor. This shattered his confidence, and thus impacted his magical abilities.
