Mother Mayhem triggered some kind of transformation in Raven, turning her hair white after stealing the gem in her forehead that contained the demon Trigon.

Wearing what she does is a form of armor. If she comes off as unapproachable on the outside, people won't make an attempt to get to know what's going on inside. And she won't have to explain how frightened she truly is. Wearing what she does/looking how she does is a form of protection for Raven.
When it comes to raw power, Rachel might actually top the list. We've yet to see the full extent of what she can do, but she's incredibly powerful even from the small glimpses that we've seen. However, she has absolutely no control over her powers, which knocks her down a few pegs on the list.
Rachel didn't have powers until she met Chloe, that we know of. And Max didn't have powers until Chloe was shot in front of her.
