In a backstory which is unlocked gradually as the game progresses, Rosalina tells the story of how she was a girl who travelled in a spaceship to help a lost Luma find its parents, hiding the fact that she herself had lost her own mother.
Rosalina's Mother looked after Rosalina before dying. Her last words for Rosalina were, "I will watch over you as a star.". After dying, Rosalina found the Luma and went away to the Galaxy.
Speculation on the internet suggested that Peach is Rosalina's mother since the depiction of Rosalina's mother in Rosalina's storybook resembles Peach. This was proven false as the developers told the character's back story through a book in the Comet Observatory's library.
Physical description. Rosalina's mother has a very similar appearance to Princess Peach, she has peach-colored defined lips, and long strawberry-blonde hair that reaches to her waist. If you aren't familiar with The Super Mario games, allow us to enlighten you on who this little blue star is. It's Lumalee (voiced by Juliet Jelenic), a character originally from Super Mario Galaxy. Lumalee is a part of a star species, the Lumas, who are all adopted by an intergalactic princess called Rosalina.

Theory That Luigi Is Her Father
In the final chapter of the French version of Super Mario Galaxy, Rosalina's unknown father is described as a tall mustached man. This had led several to falsely believe that Luigi is the father of Rosalina. Remember, it's Luigi and Daisy that are coupled, not Luigi and Peach.
When the Luma became saddened at not being able to find its mother, Rosalina decided to "adopt" the Luma and become its new "Mama". Eventually other Lumas came to Rosalina and also decided to adopt her as their Mama as well, thus Rosalina became Mama's successor.
