As she was one of the four founders of Hogwarts, she is frequently regarded as one of the greatest witches and wizards of the age. Helga was clearly one of the most talented and intelligent witches of all time and deserves recognition for her impact on the wizarding world.
So it's no big surprise that Ravenclaw house has the reputation of being the smartest house in the world of Harry Potter. While the vast majority of Ravenclaw students are at least above average in their intelligence, being in Ravenclaw certainly isn't a guarantee that someone is smart.
