What Tanjuro lacked was experience and a healthy physical constitution. We know that Muzan was almost killed by the original BotS user so mastering BotS is definitely a key factor towards defeating him. Tanjuro did not master the BotS, so in my opinion, he would lose against Muzan.
Tanjiro certainly did a lot of good with his Water Breathing techniques, but his ability to use Sun Breathing both gives him an edge in battle and allows him to stand out among the incredibly powerful Hashira he fights alongside.
