Obito Uchiha gained the Rinnegan after
Ok so the rinnegan is madaras he got it by transplanting hashiramas chakra into him and then later he was old and transplanted his eyes to nagato later when nagato died obito took his rinnegans and later during the war arc masara got his eyes back.
Finally, he came to a conclusion and decided to lend his eyes to an orphan in Amegakure, who turned out to be Nagato Uzumaki. Madara chose Nagato to be the inheritor of Rinnegan due to the latter's Uzumaki prowess and also because he was away from the sights of Konoha.
Obito Uchiha couldn't hold the power of both Rinnegan due to the amount of chakra and endurance it takes to wield. However, Nagato's Uzumaki blood made him the perfect vessel.
Obito didn't receive the Rinnegan eyes because he couldn't, Madara had already given his eyes to Nagato during the Second Great Shinobi War and Madara met Obito in the Third Great Shinobi War. Even if Madara still had his eyes it won't make a difference because Obito can't handle both Rinnegans at the same time.
The reason is, Sasuke has literally half of Hagoromo's chakra. He already had Yin chakra from Indra's soul. When he met Hagoromo, he got yin part again and naturally, awakened only one rinnegan.
In the Fourth Great Ninja War, Sasuke Uchiha, who was already the reincarnation of Indra Otsutsuki, met Hagoromo after he was in a near-death state. Just as with Naruto, Hagoromo gave half of his chakra to Sasuke, which led to his left Sharingan turning into a Rinnegan.
Nagato Uzumaki was a skilled user of the Rinnegan. In fact, his mastery of it was second only to Madara Uchiha. His biggest strength was likely controlling all six bodies of Pain at once effortlessly.
1 Hagoromo Otsutsuki
Even after distributing his own power between Naruto and Sasuke, Hagoromo had enough chakra to summon the dead Kage from the pure lands and break the Edo Tensei. Without a doubt, he's the strongest Rinnegan user in the Naruto expanded universe.

This was probably because jiraya was killed elsewhere,and not in konoha, Nagato was only meant to revive people who had died in the village,and had only limited chakra and hence was pushing his limits to go so already. So he wasn't able to revive Jiraya, but I'm of the opinion he did not even try to revive him.
Not every uzumaki, only Naruto can, because he is the reincarnation of Ashura and by keeping sasuke's eyes(only sasuke's because he is reincarnation of Indra), only then can Naruto awaken rinnegan…
