The Power Options window should appear. Click "Choose what the power buttons do" from the column on the left. Scroll down to "Shutdown settings" and uncheck the box for "Turn on fast startup". Note: If these options are greyed out then you may need to click "Change settings that are currently unavailable".
System stability: Fast startup involves saving system information to a file, which can sometimes become corrupted or cause other stability issues with your computer. By disabling fast startup, you can help to ensure that your system runs smoothly and reliably.
The Fast Startup setting doesn't apply to Restart. Fast Startup is enabled by default in Windows.
You can also perform a full shut down by pressing and holding the Shift key on your keyboard while you click the “Shut Down” option in Windows. This works whether you're clicking the option in the Start menu, on the sign-in screen, or on the screen that appears after you press Ctrl+Alt+Delete.

Remove the Battery to Exit Fastboot Mode
Step 1: Remove your Android device's battery for about 20 to 30 seconds. Step 2: Put the battery back into your device. Step 3: Switch on the device.
