To use picture-in-picture (PiP), exit the YouTube app while a video is playing. If you have the PiP setting turned on, the video will shrink into a PiP window. The PiP window can be dragged to different parts of the screen, allowing playback to continue on top of other apps.
Switch apps, or put your screen into silent mode, and the video will stop. Swipe down to reach the control center, and find the video in your settings. Press play. Turn off your screen, or switch to another app, and YouTube will continue to play.

Launch the Miniplayer
If you're using the YouTube app, the Miniplayer will automatically pop up at the bottom of the screen if you click the back button, or if you swipe down while watching a video. Note: If the content you're watching in the app is set as made for kids, the Miniplayer will be paused.
Enable PiP Mode in Android Settings
Select Apps > App management in Settings. Choose YouTube on the app list. Select Picture-in-picture. Toggle on Picture-in-Picture.
To use PiP mode, simply exit the YouTube app when a compatible video is playing. You can do this by swiping up from the bottom of the screen to go to the main screen on iOS devices, and by swiping from the bottom/pressing the 'home' button on Android phones.
If YouTube 'Picture-in-Picture' (PiP) is not working for you, make sure the feature is turned on in your device settings and YouTube app (under Profile > Settings > General) and update the app.
Resize any window: Drag from the corner marked with a dark curve, or, if you have a mouse or trackpad, drag from any corner or edge of the window. Move a window to the Recent apps list: Tap. at the top of the window, then choose Minimize. Move a window: Drag from the top of the window.
To turn on the feature, go to Settings > General in your YouTube app and turn-on Picture-in-picture. If you don't turn on PiP, you'll still be able to use background play by default (based on your feedback from our experiments)! Premium members with Android devices already have this feature and will continue to.
They are only disabled for videos made for kids. It is done as a part the Children's Online Privacy Protection Act of 1998 (COPPA) and it is one of the few other features that are turned off for videos dedicated to small children such as videos of nursery rhymes and small stories.

Ever since Android 8.0 Oreo, Android has enabled a “picture-in-picture mode,” which automatically pops up a miniature viewing window if you navigate away from YouTube. This window can be dragged anywhere on the screen and tapped to enlarge or to access playback controls.
Starting in Android 8.0 (API level 26), Android allows activities to launch in picture-in-picture (PiP) mode. PiP is a special type of multi-window mode mostly used for video playback.
With Picture in Picture, you can watch a video or use FaceTime while you use other apps. or press the Home button (on an iPad with a Home button). The video window scales down to a corner of your screen so you can see the Home Screen and open other apps.
