Wear V-necks, button-up blouses with the top button undone, or tops with eye-catching designs to draw attention to your cleavage. Wear well-fitting or push-up bras to make your cleavage more pronounced, or consider silicone inserts for an extra boost.
Make a padded bra work for you
"Some bras will have the boost at the bottom, so you will need to lift your boob upwards and sit it on top of the pad." Apparently this is common in balconette style padded bras, which create a 'shelf effect' cleavage, where your boobs are pushed upwards.

Breasts usually start to develop around the age of 9 to 11, but it's normal for them to start earlier or later. Plunge Bras

Typically, if you have gaping bra cups, your breasts are resting at the bottom of the cups. To fix this, start by tightening the bra straps, ensuring your band stays straight across your back. If your cups fit well but there is still a gap at the top, consider going down a cup size or choosing a different style of bra.
'One possibility for why this happens could be that those with very sensitive nipples find the sudden release of endorphins from having their nipples touched may in turn cause dysphoria.
