Instead of using commands, plugins from uMod can help you change the time in Rust. There are two main ones that players use, Skip Night Vote and Time of Day. Both of these achieve the same goal, but through different ways. Following this, you may want to test each one to see what's best suited for your server.

This game has received a PEGI 16 because it features strong violence, sustained depictions of violence towards human characters. Not suitable for persons under 16 years of age.
Rust is a more recent game of the two, but not by a huge margin. It's a survival video game that puts emphasis on multiplayer action – players can freely join a variety of servers and they can start their adventure right away, which consists mostly of building bases and looting other players.
There is a lot of PvP going on in servers too, as well as trolling, especially against new players. It is an on-line only game at the moment, so you can't avoid those things unless you rent your own server. In all honesty, I wouldn't get it for a 13yo.
9 Rusty Moose
One of the oldest and largest servers in Rust and is for all sorts of players. While it's a pvp server, the community on Rusty Moose is both dedicated and extremely helpful. So players who opt to play on this server will find it's much less stressful than most other pvp servers.
Change Deadzone Settings
In Rust and essentially every other console FPS game, dead zones can have a huge impact on the responsiveness of the controller. Without a responsive input, Rust Console Edition will feel delayed and laggy.
The temperature can also influence the rate of rusting. In general, the higher the temperature, the faster the rusting process. This is because the molecules of water and oxygen are more active at higher temperatures, and they can more easily penetrate the metal surface and react with the iron.
Rust incorporates a memory ownership model enforced at a compile time. Since this model involves zero runtime overhead, programs written in Rust are not only memory-safe but also fast, leading to performance comparable to C and C++.
