So it's pretty much generally accepted that Jason was 15 when he died.
The Second Robin
Jason had his first encounter with Batman when he was a witness to a fight between him and Joker at age fifteen shortly after a successful robbery.

7 Jason Todd: 19-Years-Old
Jason Todd was killed at the age of 15 and was resurrected 6 months later, which didn't seem to change his physical age.
Jason remained dead for six months, his legacy haunting Batman. However, when the evil-alternate reality Superman known as Superboy-Prime punched reality itself, the timeline stuttered, and Jason was restored to life. Jason broke out of his coffin, but collapsed from exhaustion in the cemetery.
Though he never voiced it, Batman did privately admit that he didn't go searching for Jason because he was afraid of what he would find. He knew Jason was killing people, and Batman couldn't live with the shame of knowing that he had unintentionally created a deadlier version of Joe Chill.
Instead, Jason gets to be a walking, breathing, murdering reminder of how destructive the Joker can be on people. The finals straw is when Joker mocks Jason, recalling his last words, choked out between smashes of the crowbar to his head: "Please stop, please. If you let me live, I'll do anything you say.
Red Hood's confirmed kill count is 83. During his days as Robin, Jason was an occasional smoker.
TLDR: Superman didn't save Jason because he was being tortured by Lex Luthor at the time in order for Luthor to create Conner Kent/Superboy. This is why he wants nothing to do with Superboy once he appears.

Jason's anger was rooted in jealousy. He noted how "they", presumably referring to the superhero community, never seemed to approve of him as Robin but they welcomed and celebrated Tim.
After six months of torture, the Joker finally ends his video series by shooting Jason Todd in the chest, leading Batman to believe that his protégé had been killed. However, it is later revealed that the Joker had made Jason Todd wear body armor during the shooting, and that he had indeed survived.
In "Jason Todd", Jason states that he's nineteen. This episode is set in 2018, which would place his birth year in 1999. However, in "Hank & Dove" Jason's headstone gives his birth year as 2001.

A Death in the Bat-Family
“A Death in the Family,” which ran in Batman #426-429, hinges on a chilling scene where the Joker ambushes Robin (Jason Todd) and beats the Boy Wonder senseless with a crowbar, leaving him tied up in a warehouse with a bomb.
While he was Robin, Jason Todd saw a number of things in the fear gas, from a Pre-Crisis fear of heights to a Post-Crisis fear of failure to live up to the Robin legacy. These days, he mostly sees clowns.
He suffers from bipolar disorder and chronic, suicidal depression, and wrestles constantly his history of abuse and how it affects him today. All of his mental instability, too, was only compounded by the eldritch power that rests within the Lazarus Pit that brought about resurrection.

After his little dip in the Lazarus pit, Jason comes out as a new man. Though he still has a lot of training to endure in order to get back in peak shape and grown beyond even the level that Batman had trained him, the Lazarus pit had bestowed him with some superhuman abilities.
