The World Over Heaven's ability is to overwrite reality and that allows Heaven Ascension DIO to rewrite literally anything he wants to.
While technically non-canon, the World Over Heaven is still the most powerful Stand in the entire JoJo's Bizarre Adventure franchise.
Due to its godlike powers, coupled with being able to negate the abilities of Tusk ACT4 and Gold Experience Requiem, The World Over Heaven is one of the most powerful, if not the most powerful Stand in the game.

The World Over Heaven (ザ・ワールド・オーバーヘブン Za Wārudo Ōbā Hebun) is the Stand of Heaven Ascension DIO featured in Eyes of Heaven. It is an evolved variation of The World and considered by DIO to be the "ultimate Stand", with the ability to rewrite reality.
Heaven DIO could beat Goku. All he has to do is punch Goku once to end him forever. And before you say "Goku in UI would dodge the punch" don't forget that DIO can stop time with his stand. He just stops time, and then lowers Goku's speed to near nothing.
The bracelets fused with DIO's own, exploding them and crippling DIO. DIO tried to use his blood to blind Jotaro, but Jotaro delivered one final punch, destroying him once and for all.
Wonder of U has a case of being the strongest Stand in the series. It is a sentient Stand that can function on its own. Wonder of U possesses a number of abilities that make it an extremely dangerous stand. It can create illusions of itself, which can confuse the target.
King Crimson is the Stand of Diavolo, the alternate personality of Vinegar Doppio in Jojo's Bizarre Adventure. King Crimson is said to be the most remarkable Stand due to its ability to erase time and predict the future.
The Stand named 'Survivor' is the 'weakest'. But it's a handful. —DIO to Enrico Pucci. Survivor (サバイバー Sabaibā) is the Stand granted to Guccio by Whitesnake, featured in the sixth part of the JoJo's Bizarre Adventure series, Stone Ocean.
He didn't stop Pucci because he didn't need to. When Pucci tried to reset the universe, he didn't succeed and his reality collapsed back to the old one and the effect of Made in Heaven were undone.
According to DIO, the World surpassed Jotaro's Star Platinum in terms of strength and speed. Both the Stands are akin to each other. There is not much difference between the two of them. But, it is fair to say that The World has more potential than Star Platinum.
DIO can stop time for up to 9 seconds so theoretically, Diavolo would just have to use the precognitive ability of his sub-Stand, Epitaph, combined with King Crimson's Time Erasure to defeat DIO.
Infinite Time Stop: Previously, The World was only able to stop time for a maximum of 9 seconds before its destruction. However, as The World Over Heaven, this stand can now freeze time indefinitely, with no apparent limitation to its duration.
by the time Made in Heaven is achieved, Pucci has become DIO.
Khnum is truly the weakest Stand in all of JoJo's Bizarre Adventure. Its ability is Transfiguration, allowing its user to take the appearance of another person. The problem is that Khnum gives its user no additional abilities.
Star Platinum: The World
During the final battle with DIO in Stardust Crusaders, Star Platinum awakens the ability to stop time.
Made in Heaven is the third and final form of Enrico Pucci's Whitesnake, and is undoubtedly among the strongest Stands in the series. It grants Pucci the ability to accelerate time by manipulating the gravitational forces of the earth, the moon, and the rest of the universe.
That said, there is no denying the fact that DIO is just straight up stronger than Jotaro. Not only is The World one of the strongest Stands, but DIO is also a vampire with Jonathan Joestar's body. As a result, DIO has augmented abilities, a Stand, and some Hamon resistance.
Gold Experience Requiem is undoubtedly the strongest Stand in the history of JoJo's Bizarre Adventure due to its power to reject those from reaching “the truth”, reverting everything back to zero to stop them from doing it.
There he's able to trick Pucci into inserting Weather Forecast's disc into his head, and he gains stand powers. Pucci speeds up time in an effort to gain the advantage, but Emporio is able to kill him.
Godzilla wins, it's not even close.
How did Jotaro die? In Part 6 of Stone Ocean, he was killed by Pucci as he attempted to protect his daughter, Jolyne from him.
