You are permitted to bring solid cosmetics and personal hygiene items as such lipstick, lip balm and similar solids. Please remember these items must be solid and not liquid, gel or aerosol.
If it is "solid" style (chapstick) as opposed to liquid (Blistek) it does not need to go in a plastic bag. I always treat lip balm like lipstick. It goes in my liquids bag. I would just put it in your liquids bag.

First take the chapstick tube and twist it til the chapstick is all the way up, break off and discard it. Place the bottom twisty part in the hot water for about 15 seconds then grab it and pull it off . Cut off the long part just above the notch.
