The foreskin has more nerve endings than the glans, or sensitive tip of the penis, and its removal decreases sensitivity to touch. We do not know much about pain in newborn babies. People used to think babies did not really feel pain.
Pain (punctate and heat) thresholds of the foreskin did not significantly differ from any other penile site tested, although the study suggested that the foreskin was more sensitive than the glans penis, but not the penile shaft in terms of warmth sensation.
The 1++, 2++, and 2+ studies uniformly found that circumcision had no overall adverse effect on penile sensitivity, sexual arousal, sexual sensation, erectile function, premature ejaculation, ejaculatory latency, orgasm difficulties, sexual satisfaction, pleasure, or pain during penetration.
The functions of the foreskin include protecting the head of the penis and contributing to sexual sensations. While recent research suggests that circumcision may bring some medical benefits, some doctors believe these are too small to justify surgery.
Which is better? Either way is normal and healthy — there is no “better” or “worse” option. The foreskin is the retractable tube of skin that covers and protects the head (glans) of the penis. All healthy boys are born with a foreskin.

Being cut or uncut doesn't have enough effect on your risk for most conditions to universally recommend the procedure. It doesn't affect your overall sexual health. The major difference is that if you're uncut, you'll need to wash regularly under the foreskin to reduce your risk for infection and other conditions.

Eventually, the foreskin should be retracted far enough during urination to see the meatus (the hole where the urine comes from).
