The Black Hood rips off his hood, and as suspected, it's Hal Cooper. The Gargoyle King unmasks, and as Jughead suspected, it's Chic, though he has dyed his hair red since their last encounter.
Some time later, Minetta pulls Archie and Fred into the station where he proceeds to tell them that the second Hood has been captured after an "anonymous tip" and after a brief exchange of fire, is now dead. So handy. So convenient.
During Hal's confession, Archie is once again attacked by someone dressed as the Black Hood. Fred hits the guy over the head and then ends up being shot once again. But he is wearing a Kevlar vest and is OK. Archie is thrown off when he learns that Hal is the real Black Hood.
Hiram was evil between season 2-3, until his villainous role began to tone down and transition into a anti-hero due to his medical conditions in season 4 although he would still continue to commit crime. This did not last as he returned to his old ways in season 5 and became antagonist to Archie again.
