Rinsing potatoes helps remove excess starch, so it is recommended to rinse the potatoes before cooking. To ensure even more starch is out of the way, it's recommended that they even be quickly rinsed after boiling. We recommend using hot water for rinsing after boiling and cold water prior to boiling.
Avoid getting specks of dirt in your spuds by thoroughly rinsing in cold water and scrubbing them first. If you throw cubed potatoes into a boiling pot of water, the outside will overcook and the inside won't cook enough.
Fields White recommends soaking the potatoes in cold water first before cleaning them, to break up the dirt. "This is like soaking a dish that has dried food on it—it just loosens things up so you don't have to scrub," she says.
The best way to wash your potatoes is under running water. Either lukewarm or cool water will do.

A quick rinse under cold water can wash away much of the surface starch. More starch is removed from a cut potato than a whole peeled potato, because a greater surface area is exposed on cut potatoes. Soak them in cold water for as long as a few hours to remove more starch than by rinsing alone.

Pesticide is absorbed not just into a potato's skin but its flesh as well; scrubbing or peeling can make a difference, but won't remove all the pesticides. On that somber note: To scrub potatoes, rinse them under cool water then brush them with a vegetable brush if you want to be extra thorough.

You Don't Season the Water
As with pasta water, there's a reason to liberally salt the water in which the potatoes will cook: As the starches in potatoes warm up, they open up and absorb water (and salt if you season the water). When they're finished cooking, the cells close off.
Why use salt water for soaking potatoes? There's moisture naturally found in potatoes, and moisture is drawn to higher concentrations of salt. (This is a process called osmosis.) So, if you put the potatoes in a salt water bath, that will help draw out some of their moisture, resulting in crispier fries.
Leaching method: Peel and dice potatoes. Place in a large pot of warm tap water and soak for 2 to 4 hours. Drain and set aside.
We recommend washing the potato under a faucet, using a vegetable brush to clean any dirt accumulated in the eyes. Then placing on a rack or colander with holes to allow some air circulation before placing in refrigeration till you are ready to bake the potato.
Vinegar causes the potatoes to form a thin crust that further helps in retaining their shape. Vinegar increases the acid pH levels of water which further helps the potato just like when you add a little salt to the water while boiling eggs.
Minimize tuber exposure to light while cleaning. Cure newly dug and cleaned potatoes for a week to 10 days in a dark, well-ventilated area with moderate temperatures and high humidity, and they will last longer. After curing, slowly drop the storage temperature to about 40 to 45 degrees for table use.
