Fornication is carnal union between an unmarried man and an unmarried woman.

The Church's teaching on cohabitation is not an “arbitrary” rule. Living together before marriage is a sin because it violates God's commandments and the law of the Church.
Marriage is God's design
Finally, living together in a sexually intimate relationship outside of marriage is displeasing to God. Frequently, in the Bible, God speaks to the topic of sexual immorality. “Flee from sexual immorality,” he says through the Apostle Paul (1 Cor. 6:18; See also Gal.
And Hebrews 13:4 considers sex outside of marriage to be immoral: “Let marriage be held in honor among all, and let the marriage bed be undefiled, for God will judge the sexually immoral and adulterous.”
In marriage, there are also “deadly sins.” I call those deadly sins: abuse, addiction and adultery — or “The Three As.” These deadly sins, if present in a marriage, are difficult to overcome. All attack the marriage's foundation of trust, friendship and love.
Does Scripture command people not to kiss before marriage? No. The Bible doesn't explicitly forbid kissing between two unmarried people. A Christian couple that is dating with the consideration of marriage or is engaged doesn't necessarily sin because they share a kiss in a manner that retains their purity.
Definition of fornication: sexual intercourse between people not married to each other. If kissing leads to intercourse and you are not married, yes.
Adultery was considered a more serious sin because it betrayed the marriage vows and could produce illegitimate children (Brundage, "Sex and Canon Law," 42).
Legally, adultery only covers sexual intercourse, which means behaviours such as kissing, webcam, virtual, and “emotional adultery” do not count for the purposes of getting divorced. This makes adultery very hard to prove if your spouse will not admit to it.

In AD 385, Pacian of Barcelona, in his Sermon Exhorting to Penance, gives contempt of God, murder, and fornication as examples of "mortal" or "capital sins."
Calvin condemned fornication sternly – sexual intercourse or other illicit acts of sexual touching, seduction, or enticement by non-married parties, including those who were engaged to each other or to others.
If young people are ready to commit to a life-long marriage relationship or union, there would be fewer issues like this to debate. However, cuddling in itself is not a sin but can lead you into sin. Therefore, it is advisable to avoid it at all costs and wait until marriage.

Ultimately, the decision comes down between the Christian couple and God. It is a matter of the heart and the Christian couple's intentions. Kissing in and of itself is not sin, yet if it would lead one or both of the Christians to fall into temptation, it should not be practiced.
The basic act of kissing isn't considered a sin in Christianity. The Bible takes a strong stance on purity, but it doesn't specifically call out kissing as a sin—instead, it frowns upon any act that can lead to sex before marriage.
