The ice cream in a McFlurry is the same that McDonald's uses for its cones and sundaes. The ice cream is made from Ultra-high-temperature processing (UHT) milk, extended with methylcellulose.

Soft serve is frozen custard, sometimes mistakenly referred to as ice cream. It is vanilla flavored. McFlurry is soft serve mixed with one of a small number of mixed in flavors like chunks of chocolate cookies, etc.

While the milkshake comes ready-made out of the machine, the McFlurry is prepared with soft serve. Your choice of mix-in's are then added (usually M&M's or Oreo), and everything is blended together into a unique fast-food dessert experience.
According to the site, the soft texture of the ice cream is half the solution, created from a "special combination of ingredients" including "powdered milk, sugar, cream, glucose and emulsifiers." They also note that the replacement of glucose for some sugar gives it a less cloyingly sweet flavor.
