As Moneko is very slow and has short-ranged attacks, she'll be inefficient in most stages as her 15% chance of Critical will rarely be enough, but she can at least kill the CyberFace in Steel Visage if nothing better is available.
Neneko can be used in much the same way as Moneko, though she is only half as strong as her more confident sister. She makes up for her relative weakness with range, however; roughly twice as high as Moneko's, it allows Neneko to outrange every Metal enemy in the game except the few event exclusives.

Crazed Cats are more of an addition than a replacement. Twin Eraser/Wall Cats will be a great help in stalling most of the enemies, but they never should be considered superior to one another.
