You have to be worthy to lift the hammer. Natasha has long since always had a rather low opinion of many of the things she herself has done in the past and is hardly of the belief that shes carried out a life to be worthy of lifting a hammer that a “worthy” god type has been given.

With Mjolnir's worthiness enchantment resulted in Thor being able to lift the hammer only if he is considered to be worthy, but likewise, the enchantment is not discriminatory in nature, and anyone who is deemed worthy is able to lift the hammer.
The original Avengers are all heroes, but they were never worthy of Mjolnir. The key to worthiness is utter selflessness and total absolution. While some disagree and believe Captain America has always been worthy, he is still the only one of the original Avengers, besides Thor, to be worthy of Mjolnir.
