Mace Windu appears as a Force ghost in the alternate history comic Star Wars Infinities: The Empire Strikes Back in a vision to Darth Vader, though this may only be a mental vision in Vader's mind as opposed to an actual Force ghost.
Why didn't he become a force ghost? Mace Windu was a different Jedi. Similar to Qui Gon Jinn, Mace Windu understood that learning both aspects of the force made Jedi better fighters and better warriors. Mace Windu leaned that Vapaad made him a stronger Jedi because he could more easily take on Sith.

Mace Windu, with his lightsaber combat form Vaapad, could reflect the lightning back to its source with a "superconducting loop". It required tremendous effort on the reflector's part, however, as seen in Windu's battle with Palpatine; Windu was seemingly able to overcome Palpatine's lightning.
If the two spared as Jedi, Dooku would probably win the match because he was the better all-around duelist. But if this issue's fight had continued with Windu as a Sith, Windu would have been able to turn the tables.
If there was a fight between Anakin Skywalker and Mace Windu, Mace WIndu would definitly win. We have to remember that Darth Vader and Anakin Skywalker are two different beings, and Anakin at his prime was right before he cut off Mace WIndu's hand, and that is where Darth Vader originated from that moment.
Mace windu clear winner 9/10 times. His use of vapad would make the fight play out similair to windu vs palpatine. He would use the seething rage pouring out of maul against him, and as mauls force power was so much weaker than windu's it would be an undisputed win for windu.
Plo Koon. Wise and compassionate, Plo Koon was one of the most effective Jedi masters, genuinely caring about the clones he commanded.
If we're to come to a definitive decision on who the strongest Jedi ever is then we have to consider more than their physical skills and strength. Master Windu could be the strongest Jedi ever, he's strong, trained, wise and proved his abilities in combat as well on the Jedi council.
