Bags under eyes are caused when the tissue structures and muscles supporting your eyelids weaken. The skin may start to sag, and fat that's usually around the eye can move into the area below your eyes. Also, the space below your eyes can gather fluid, making the area look puffy or swollen.
Aging, genetics, fatigue and more can all cause dark circles under your eyes. But they usually aren't a sign of a medical problem. While they aren't typically a cause for concern, you may want to lighten their appearance for cosmetic reasons.

Medications that may cause swelling under the eyes include ACE inhibitors, such as benazepril (Lotensin), captopril, enalapril (Vasotec), fosinopril, lisinopril (Prinivil, Zestril), moexipril, perindopril (Aceon), quinapril (Accupril), ramipril (Altace), and trandolapril (Mavik).
Puffy eyes may be due to fluid retention and can occur because of factors like a lack of sleep, sodium intake, or genetics. Possible treatments include home remedies, lifestyle changes, skin treatments, and surgery.

Your iron and B12 status
Another common cause of dark under-eye circles is low iron and/or B12. This deficiency can result in poor oxygenation of bodily tissues and the effects of this are shown mostly under the eyes where pronounced, bluish veins are more visible.
Cold compresses: Cooling the area lessens inflammation and swelling by reducing blood flow. You can place anything cold, such as an ice pack, frozen bag of vegetables, chilled cucumber slices or refrigerated spoons, over closed eyes for a few minutes.
Not getting enough sleep can cause the skin to go pale which allows the darkness to appear more pronounced, and can also cause a build-up of fluid under the eyes. Oversleeping can also cause eyes to appear puffy.
The American Academy of Ophthalmology recommends getting seven to nine hours of sleep each night to eliminate bags or dark circles under your eyes. It also recommends elevating your head on a pillow to reduce the swelling that accumulates around your eyes while you sleep.
