Before Lord Voldemort's first defeat in 1981, the diary was passed to Death Eater Lucius Malfoy, who kept the diary, in secret, before slipping it into Ginny Weasley's cauldron of school supplies at Flourish and Blotts in 1992.
He didn't know it was a Horcrux but he knew it was "cleverly enchanted" to open the Chamber of Secrets since that was the original plan - for him to smuggle it into Hogwarts by planting it on a student.
As far as i remember, the only Dark Object that he have during the Time of Raids in the Ministry was the Tom Riddles Diary, so probably that's the object that he wanted to sell to Borgin hence instead of selling it he just simply slipped it to Ginny's Cauldron causing the Chamber of Secrets re-open at Hogwarts.
