Talia is arguably the most powerful Alpha of the Hale family pack. She is the mother of Laura, Derek, and Cora, and has the rare ability to turn into a full wolf. This is a gift she passed on to her son, Derek.
A True Alpha is a canine wereanimal who is said to become an alpha solely by the strength of their character, their virtue and sheer willpower. They are the rarest form of alpha, and are said to appear once in a 100 years or so.
In the case of Scott, his alpha power is just his own, thats maybe why to this point he is so weak. Scott's will was able to "ignite" the alpha spark, but he has to develope it for him to gain all the power other alphas have, maybe even more.

We know that a true Alpha does not need to inherite or steal the Alpha status, it's his character that makes him who he is. To stay an Alpha, he mustn't kill. A kill would automatically result in a loss of his powers.
Derek possessed all of the abilities and weaknesses of a Beta werewolf until Season 4. At the end of Season 4 he develops the ability to shift into full wolf form, and seems to have regained all his werewolf powers.
