Usually, toddlers will flap their hands when they're stimulated by something and are either happy, excited, angry or anxious. In the case of autistic children, it is one of the self-stimulating or stimming behaviors that help them regulate their emotions.
Many people correlate hand flapping with only Autism, however this is not the case. All children could exhibit a hand flapping behavior when they are in a heightened emotional state including when anxious, excited, and/or upset.
For those of us who live with or work with a child who has autism, we know that hand flapping in autism is also a self-stimulatory behavior- otherwise known as “stimming”. A child with autism uses stimming behaviors to self-regulate their emotions or anxiety.
Some children do hand flapping during early development phase but the key is how long these behavior lasts. If the child grows out of these behaviors, generally around 3 years of age, then it is not much worrisome. But if a child hand flaps everyday then there is cause for concern.

Hand flapping looks like the child is waving their hands in a rapid motion. The child's entire arm moves while staying bent at the elbow, with the wrists flicking back and forth due to the motion. You can relate more if you've seen a baby bird trying to fly for the first time.
Children can be misdiagnosed as having Autism Spectrum Disorder (ASD) and not actually be autistic. It is concerning enough for a parent to be told their child is on the Autism Spectrum, but for a child to be misdiagnosed as having autism can cause unnecessary stress and worry for the family.
Mild autism is level 1 autism spectrum disorder. It means a person does not have severe symptoms and needs a lower level of support than someone else with autism. People with mild autism still have a hard time communicating and interacting with others.

For example, children might: make repetitive noises like grunts, throat-clearing or squealing. do repetitive movements like body-rocking or hand-flapping. do things like flicking a light switch repeatedly.
Inheritance. ASD has a tendency to run in families, but the inheritance pattern is usually unknown. People with gene changes associated with ASD generally inherit an increased risk of developing the condition, rather than the condition itself.
A child could have mild symptoms of autism, but parents and guardians should still take proactive steps to seek a diagnosis. When a child has autism spectrum disorder (ASD), caregivers can work with professionals to develop appropriate strategies in response.
Staring at hands (or feet) is a normal developmental phase which usually occurs in infancy. This interest in “self” sometimes occurs later or longer among children with CdLS. Staring at the hands is also seen in autism and some children with CdLS have autistic-like habits.

People with autism sometimes may have physical symptoms, including digestive problems such as constipation and sleep problems.
