"Whosoever holds this hammer, if he be worthy, shall possess the power of Thor." and written in Old Norse language. It's Nors and the inscription is; whosoever holds this hammer, if he be worthy shall posess the power of Thor!
Thor can fly when holding it just by throwing it as hard as he can without letting go of the handle. It can control all the powers of a storm, including rain, thunder, and lightning. Upon the side of Mjölnir is an inscription: “Whosoever holds this hammer, if he be worthy, shall possess the power of Thor.”
Odin is furious that Thor has dragged Asgard back into war, and tells Thor he is not fit to be king. He strips him of his power, banishes him to Earth and sends his hammer, Mjolnir, after him a few seconds later, saying that whosoever wields the hammer, and is worthy of it, shall have the power of Thor.
Why couldn t Odin pick up Mjolnir? Odin attributes his inability to lift the hammer to the Storm Mother he had implanted in it as he seeks to wield it to defend Asgard from an apparent attack, revealed just to be the fiery Phoenix.
Other Marvel characters have lifted Mjolnir not through worthiness but through technicalities such as absorbing Thor's powers, including the Air-Walker, Awesome Android, Magneto, Rogue, Wonder Man, and Doctor Doom.
He was rendered unworthy, because in his heart he believed what Fury said was true. In effect, Thor knew “how it feels to be mortal” and in his mind mortals are unworthy of Mjolnir and the powers of Thor. It's important to note here that Thor's unworthiness was of his own design.
Due to his royal lineage, a lifetime of constant combat, and the mystical Odinforce within him, Odin's physiology is more advanced than the rest of the Asgardians - even Thor and Loki. This means that he's naturally stronger, faster, more durable, and his lifespan is extended to more than five thousand years.
In a moment of wistful affection for his girlfriend, Thor asked his trusty hammer to always protect Jane, and in doing so unwittingly enchanted Mjolnir to do just that. Just like Thor's father Odin once enchanted the hammer to only be lifted by someone who is worthy, Thor cast a spell that let Jane use its powers.
When Thor abandoned Mjolnir at Avengers Mountain, the divine hammer manifested a feminine body from the divine lightning of the God Tempest contained within it, becoming the God of Hammers prophesied to bring ruination to Asgard.
Hence, Mjolnir determines worthiness based on Odin's definition of worthiness. However, since Mjolnir also has a conscious being within it, in the form of God Tempest, another likely explanation is that it is God Tempest that determines the worthiness.
Thanos didn't lift Mjolnir, Captain America did
With Mjolnir's worthiness enchantment resulted in Thor being able to lift the hammer only if he is considered to be worthy, but likewise, the enchantment is not discriminatory in nature, and anyone who is deemed worthy is able to lift the hammer.
He joins a list of famous people who have suffered from the condition, reportedly including George Clooney and Sylvester Stallone. Bell's palsy is a – usually – self-limiting condition that causes paralysis to one side of a person's face.
It was here in the clip that xyz_x noticed that while Kratos recalls the Leviathan Axe as he did in 2018's God of War, Thor appears to snap his fingers to recall Mjolnir before trying to attack Kratos.

In The Unworthy Thor #5, which released in comic shops today, the words Nick Fury said were finally revealed. "Gorr was right." Three simple words that undid the God of Thunder.
Having been adopted by Thor, Gorr's daughter has seemingly become the new owner of the weapon forged to defeat Thanos in Avengers: Infinity War. In Thor: Love and Thunder's ending, Love carried it into battle alongside Thor, who was once again wielding Mjolnir.
Is Thor still worthy in Thor: Love and Thunder? It is pretty clear that Mjolnir chose Jane, not because Thor was unworthy, but because Thor's oath had instructed it do so. Sadly, the hammer cannot cure Jane's cancer, and can only transform and temporarily empower her.
Thor: Love & Thunder Confirms The MCU's Strongest Force
So despite Jane and Thor's relationship ending, and despite Mjolnir being shattered into immoveable fragments, the power of Thor's enduring love for Jane enabled the legendary hammer to resurrect when Jane's diagnosis became terminal.
Hela, Odin's first born, served as Asgard's Executioner and Goddess of Death, as her and her father made their way through the Nine Realms bringing death, destruction and conquest along for the ride. When Odin had a change of heart and wanted peace, he could not stop Hela's ambition and bloodlust; he imprisoned her.
Surtur, the fire demon, forges a sword called Twilight which would bring about the end of Asgard and Earth. Odin perishes many times facing him and ultimately gets caught in eternal combat with the demon.
There are few people that Hela is not more powerful than. She was very easily able to defeat Thor (Chris Hemsworth), who left her to be destroyed by Surtur along with the entirety of Asgard because he couldn't defeat her himself.
Gorr planted seeds of doubt in Thor's mind, forcing him to question whether gods truly are as noble and benevolent as they seem. Nick Fury seizes on that doubt in 2014's Original Sin, telling Thor "Gorr was right" and rendering the god of thunder so disillusioned that he's no longer able to lift Mjolnir.
Beta Ray Bill, one of Marvel's most unique-looking heroes, was the first Marvel character who wasn't a Norse deity to be able to wield Mjolnir. A member of the Korbinite race, Bill was chosen to lead his people, and in his journey stumbled upon Thor. The alien warrior defeated the God of Thunder and claimed his hammer.
Tony Stark was not able to lift Mjolnir because he did not meet Odin's standard of worthiness, which obviously is not based on self-sacrifice alone. After all, he placed the worthiness enchantment on the hammer to teach Thor a lesson about the failings he needed to overcome come before he could become king of Asgard.
