The TV-14 maturity rating on Netflix means a particular show or movie is unsuitable for ages under 14. According to Netflix's maturity rating, TV-14 is recommended for teens but still, parents must strongly caution.
TV-14 is unsuitable for children under age 14 due to coarse language and intense sexual and violent situations. PG-13 rating has parents strongly cautioned as the content may be unsuitable for children under 13. It includes stronger sexual language, extended violence, drug use, or sexual scenes.
TV-14 (Parents Strongly Cautioned) - This program contains some material that many parents would find unsuitable for children under 14 years of age. Parents are strongly urged to exercise greater care in monitoring this program and are cautioned against letting children under the age of 14 watch unattended.

Personally, it's hard to point out which is worse between rated R and TV-14 as both depict nudity and/or violence. The MPAA usually gives TV-14 shows an R rating.
