When deleted, photos and videos are shifted to the Recently Deleted folder on both iCloud and the iPhone. They will be permanently deleted after 30 days, thus making it possible to recover them if you change your mind. To remove them permanently before 30 days, go to the Recently Deleted folder and select Delete All.
When you delete a photo or video from Photos on iCloud.com, it's also deleted from all your devices that have iCloud Photos turned on. If you change your mind, you have 30 days to recover it before it's permanently deleted.
If you want to remove photos from iCloud but keep them on your iOS devices, make sure to disable iCloud Photos first. Go to Settings -> Apple ID (your name at the very top) -> iCloud -> Photos -> Toggle off “iCloud Photos”. Now, when you remove photos from iCloud, they will stay on your iPhone.
If you use iCloud Photos, and delete photos and videos from one device, the photos and videos will be deleted on your other devices. If you add photos to your iPhone or iPad by connecting your device to your computer, you can't delete them directly from your device in the Photos app.
If you need more storage on your device, you can transfer the photos and videos that you don't want to store in iCloud to your computer. If you need more help with your storage plan — for example, if you bought more storage but you don't see it in your account — contact Apple Support.
Your device may still have a local copy of the photos: If you have iCloud Photos turned on and "Optimize iPhone Storage" selected in your settings, your iPhone may still have a local copy of the photos even after they have been deleted from iCloud.
Deleting an iCloud Backup will not remove any data from either your old or new iPhone. It only deletes the backup from iCloud.
If you only delete your iCloud account from a device, the data will only be removed from your iPhone or iPad. However, the data itself is still in your iCloud account and can be accessed and restored. To do this, simply log in to iCloud with your Apple ID.
Deleting iCloud backup is not as bad as it sounds. Here are the main points you should know about: It will erase the data you previously backed up to iCloud. So, in case you need to set up your iPhone from scratch, you will not be able to recover data from iCloud.
The connectivity between iPhone and iCloud means that if you delete a picture on your iPhone, it's also removed from iCloud.
The Recently Deleted Album
The key to solving the problem is that deleted photos continue to take up storage space on your phone until you really delete them. Windows has the recycling bin. Mac has the Trash. The Photos app in IOS 8 has its own variation on Trash that only applies to photos and videos.
You might have signed out of iCloud and lost photos that way. When you log out of your iCloud account, photos synced with iCloud get deleted from your device. To re-download your photos, log back in to your iCloud account.
Restart Your Device.
Before doing anything, we suggest restarting your iPhone if you still don't have enough storage after deleting your photos and videos. This should reload your system and, hopefully, report the correct data for your storage.

Videos, photos and large email attachments are large files that fill up storage space quickly. Apps like Mail, Contacts, Calendar, Reminders and Notes automatically access the cloud and store additional data there.
On your iPhone, iPad, or iPod touch, go to Settings > [your name] > iCloud. The bar graph shows your overall storage usage. Tap Manage Account Storage or Manage Storage for more details. Below the graph, you see a list of apps and features and how much iCloud storage they use.
Open Photos. From the Library tab, tap All Photos, then tap Select. Tap multiple photos, or slide your finger across multiple photos to select more than one. Tap the Bin button , then confirm to delete the items.
