An unfranked stamp is one which has been through the postal system but which hasn't been marked as used.
An uncancelled stamp is one which has been through the postal system, but hasn't been marked as used. It is often incorrectly referred to as unfranked.
If the sender uses such stamps in the knowledge that they have previously been used they are committing fraud against Royal Mail" and "This applies to both non-cancelled and washed stamps". In theory, Royal Mail could instigate legal action against anybody using even just one unfranked stamp.
There will be a printed mark that has some part of it which crosses the stamp. That is called a post mark or cancellation. In order to reuse that stamp, that mark must be removed without altering the stamp in any other way.
If you are sending mail without paying for it, well, yes, you are stealing. If you know that the stamp has already been through the postal system then it's fraud. you reused a stamp!
Torn Postage Stamps
The use of valid and intact postage stamps is important to efficient mail processing. The cancellation of stamps, like many other postal operations, is automated. Most stamps are coated with a substance that may be detected by cancellation machines which verify that postage is affixed.
If the stamp was already used to send mail through the USPS®, it cannot be used to mail a different mailpiece even if the stamp was not canceled, or defaced by the Postal Service™ to make a stamp unusable. Stamps that have not yet been used, but have been attached to an envelope may still be used.
Affix your stamps securely, but do not put tape over the stamp(s) — this invalidates the postage. If your envelope is textured, or contains decorative fibers or floral inclusions, you may want to secure the postage using a glue stick.
They have already served there purpose and reusing them is defrauding the Postal Service. If you never mailed the envelope and want to reuse the stamps on another, just place the old envelope in water until the stamps soak off. Dry on a paper towel, press in a book for a few hours, and apply with a glue stick.
After use, many stamps are marked with a cancellation by the postal system, which defaces the stamp and prevents its reuse. The cancellation usually includes a killer placed on the stamp that has black bars, cork impressions or other obstructive shapes to deface the stamp.
A stamp once affixed to one document cannot lawfully be removed and affixed to another. Any person willfully reusing such a stamp shall be subject to the penalty prescribed by 26 U.S.C. 7208.
There's currently no deadline for this scheme, but it's important to note that Post Offices can't swap the stamps themselves. Barcoded stamps were introduced in February 2022 and allow people to watch videos, read messages and view other information from senders.

Basic answer is NO you can not use a stamp twice, it is equivalent to stealing and is a crime. To answer your second question, every piece of mail is sent through a Mail Processing Center before being delivered. One of the first processes to the mail is that it is sent through a Cancelling machine.
(It's also illegal to re-use an uncancelled stamp by gluing it onto an envelope, but postal people concede that you'll probably get away with it.) But covering the face of the stamp with tape is out in any case.
Regular stamps without a barcode* will no longer be valid after 31 July 2023. This follows the introduction of a 6 month grace period from the initial 31 January deadline. You can either use up your non-barcoded stamps before this new deadline or swap them for the new barcoded ones.

In most cases, the receiver will pay a fee that equals the price of the stamp for the letter, but it can also happen that they need to pay a surcharge for insufficient postage for the unstamped letter. If the receiver refuses to pay, the letter will be returned to you as the sender.
You won't be able to re use the barcoded ones no. That's the whole reason they are bribing them into use.
