Max never knew she had the powers until that moment in the girl's washroom when Nathan shot Chloe and Max reached out in total desperation to try to save her and thus unleashed her powers.
Max being given the powers to protect Chloe make sense, as she is not the one the universe "wants dead". She is never threatened except as a consequence of using her powers in the first place, in which case her death is avoidable by using her powers at the right times.

It is never explained what causes the storm although Max, Warren, and Chloe theorize it is inadvertently created as a result of Max's usage of her time travel abilities.

The character Chloe Price is one of the main characters in Life is Strange Before the Storm. Unlike the previous game, she has no supernatural powers like Max does, and is only 16 at the time of the game.
She literally gave Max power over time, a power to claw some more time with her old friend from fate itself. During that short period they had together they not only reconciled but that time allowed Max to become so much stronger person.
When popular girl Rachel Amber goes missing, her absence sets the story — about a teenage girl named Max who can rewind time and her best friend Chloe, who is in love with Rachel — in motion. In the end, you learn that Rachel can't be saved, and Chloe may be doomed as well, depending on how you play.
After the traumatic experience of witnessing the death of his father in Episode 1, Daniel Diaz manifests the power of Telekinesis ability to manipulate or otherwise interact with objects and or another aspect of a physical system through non-physical means.
This is something you discover really early in the game, if you rewind all the way to the beginning of the "time spiral", the edges of her vision go red and Max recoils, as if going back that far had a physical effect.

After serving as bait for Vecna, she becomes his “final sacrifice,” getting her bones broken and losing her vision during a low point. Once the fight is over, she dies in Lucas' arms, unable to see or feel anything as Eleven looks on from her mindspace.
But while Eleven shined in offense, she just had no answer to Max's power; time travel. With Max's time-stopping ability keeping her alive, she could survive anything Eleven threw at her and manipulate time long enough to get close and land that one good hit she'd need.
