If we use pL's Goku lifted 29 tons in 100x normal gravity. His max pL then was 180,000 when he fought Frieza his pL was 3 million. Roughly 16x higher, meaning he could theoretically lift 464 tons. But when Goku goes Kaiokenx20 his pL was 60 million, 20x more, meaning he could theoretically lift,9280 tons.
Can Saitama lift 200 quintillion? Gravity is about 1/5th as strong as Earth's on Io, so with a mass of 89.3 x 10^21 kg (half of Io canceling out the one-handedness), Saitama at the time could probably effortlessly lift 16 quintillion tons on Earth.
Goku's training between the Baby and S17 sagas got him to surpass Super Baby Vegeta 2 in SSJ, an increase that makes him at least 64x stronger over a single year timespan (which is the length of time between Baby and S17).
