As the Jogan primarily belongs to the Otsutsuki Clan, it is said that its power goes far beyond the previously known Three Great Dojutsu; Sharingan, Byakugan, and Rinnegan.
While the scope of the Jougan's abilities has yet to be revealed, we do know that it is powerful enough to rival the Otsutsuki, putting it on the level with the Rinnegan and other top-tier dojutsu. The Jougan has limitless potential to become the series' strongest dojutsu.
The Sage of Six Paths, Hagoromo Otsutsuki was certainly the strongest of all the Rinnegan users in Naruto. Unlike the other Rinnegan which are Kekkei Genkai, his was considered to be a Kekkei Mora, meaning its powers surpassed a regular Rinnegan.

So his uzumaki bloodline isn't enough to create a rinnegan. So this means that naruto and hinata together don't have either of the parts necessary to make a rinnegan.

Why does boruto have the Jougan in one eye only and not both? In my opinion, Boruto has The Jougan only in one eye because he is going to unlock another dojutsu in the other eye. Remember Boruto is supposed to become like Sasuke and look like him.

As for why Boruto lacks the Tenseigan, it is because he was not able to awaken his Byakugan, which is a necessity. As a result, he was forced to settle with the Jougan, which is nonetheless far more powerful than the standard Byakugan.
