Heaven-Piercing Ice Wall is hands down Todoroki's strongest and best move for a variety of reasons. With the core of his strength residing in the ice side of his dual powers, it'd make sense that his control of both the scale and direction of his ice would be phenomenal.

Shadow clones won't win the day against Shoto, but a clever combo move will take Shoto by surprise and knock him right out. Anything from toad sage backup to a well-placed Rasengan or the Biju Cloak will get the job done. Naruto's a ninja, after all. He's too slippery for Shoto to handle.

Howitzer Impact is, by far, the strongest technique that Bakugo has in his arsenal for now. The technique is quite complex and sees him make use of the Explosion Quirk to the fullest.
Shoto's Quirk is Half-Cold Half-Hot, which allows him to freeze things with the right side of his body and shoot flames from the left side of his body. After overcoming the reluctance to use his flame powers, he learns different ways to combine both powers effectively.

Dabi can produce the hottest flames in the entire series, so Deku cannot allow himself to get burnt into a crisp. But what doesn't help is that Dabi's fire can also spread very quickly. However, the sickly villain doesn't have much durability.
Dabi doesn't seem to even consider him a human as he refers to him as a puppet or a masterpiece. This shows he now only sees Shoto as an extension of Endeavor and a target of his grudge.
Enji Todoroki. The Flame Hero: Endeavor is Dabi's father. Dabi holds a huge grudge against Enji for rejecting him in the past and feeling like he was being used as a tool. In fact, Enji's overwhelming abuse on him seems to be the main reason for his fall to villainy.
Edgeshot used his Quirk to save Bakugo after he was left in a near-death state by Shigaraki Tomura. However, a look at his Quirk is enough to tell the fans that it should not have been able to save the young Hero aspirant from dying.
His versatility and handle on his quirk make Todoroki one of the clear winners for one of the strongest in his class, as he has plenty of options when it comes to damage dealing.
Acid Sweat ( 酸 さん 化 か 汗 かん , Sanka Kan?): Masaru's Quirk allows him to secrete acidic sweat with combustive properties from the palms of his hands.
